WORKSHOP: ASP Tour and Deep Dive
Appalachia Service Project is a 52 year old organization that serves a 5 state region and has over 30 full-time staff. They are a founding member of ReFrame and are eager to share their best practices with other home repair programs.

Join us for a tour of the office, warehouse, fleet, and other facilities - and then spend time in small groups talking with ASP staff members. Adam Bean, Home Repair Coordinator, and Kristina Rowles, Assistant Director of Home Repair, will lead the tour and meet with attendees to discuss ASP's operations, strategic plan goals, and more! Blair Pakowski, ReFrame staff and former ASP staff, will oversee the workshop.

This workshop will take place at ASP's headquarters: 4523 Bristol Highway, Johnson City, TN. No virtual option is available. The workshop will begin at 9am and end by noon. It includes coffee, breakfast, and lunch.

Note that the conference begins at MeadowView Marriott in Kingsport at 1pm (it's approximately a 24 minute drive; we can arrange a carpool for those who need a ride).

SEPARATE REGISTRATION IS REQUIRED FOR THIS WORKSHOP. You can register when you sign up for the conference. If you've already registered for the conference, you can update your event registration and add a workshop ticket. The cost is $45 for members and $65 for non-members. This includes breakfast and lunch. There is no option to attend this workshop virtually, unfortunately.

Dwayne Spencer has worked in nonprofit management for 27 years and led Memphis Habitat since 2001. He has guided the agency through a period of significant growth and change, while maintaining and improving organizational practices, policies and strategies, which have effectively contributed to ongoing organizational effectiveness and client impact. Dwayne has extensive experience working with a wide range of community constituencies to create strategic partnerships and impactful collaborations. He holds a master’s in public administration from The University of Memphis.

Since joining Memphis Habitat in 2001, Dwayne has grown the organization from a 9-member staff to more than 45 employees and from a $1 million budget to $15.5 million. In the last several years, Memphis Habitat’s programs have expanded from serving 15-20 families a year to approximately 250-plus annually through the launch of Aging in Place, a program that serves seniors via mobility modifications and critical repairs. Today, Memphis Habitat ranks in the “top 10” out of more than 1,200 Habitat affiliates in North America—based on families served. Memphis Habitat was ranked as the #1 Habitat affiliate in the nation (FY 2019) serving more families than any other market.

Break-Out Session #1: Construction Workforce Development - Case Study
This session is part of the new Construction Workforce Development Cohort curriculum but all conference attendees are welcome to attend.

One80, Inc. is a 52-week faith-based program in Johnson City, Tennessee that was started in 2020. The nonprofit teaches participants skills in construction trades. They also experience a year of sober living and spiritual instruction and receive courses on finance, problem resolution and morals and ethics. Participants get on-the-job training with local contractors and develop connections with potential employers. All of the program’s first class of graduates have been hired as full-time employees through the organization’s partners.

In this session, you'll learn how the organization got started, how it is funded, who its key partners area, and other topics of interest to those interested in starting their own residential construction workforce development program.

The session will be led by Will Crumley, former employee of Appalachia Service Project. He is one of three co-founders of One80. Will also owns Foxfire Builders and Highland Contracting and is the President of the Johnson City Area Home Builders Association. Jose Lopez, graduate of the program, will also help lead the session and also possibly Scott Parker, Co-Founder and Director.

Becca Davis will moderate the session and host the Zoom livestream.

Break-Out Session #1: Local Government Funding - Case Studies
In this session, you'll hear from nonprofit peers and local government employees about how best to partners to access funding for home repair projects.

Jessic McMurray will moderate this session. She is the Community Development Planner for the City of Kingsport, Tennessee and the former Assistant Director of Construction at Eastern Eight Community Development Corporation.

Steve Baldwin, Community Development Coordinator for the City of Johnson City, has a long history of partnering with the Appalachia Service Project. He will share about his experience and suggestions for forming funding parnterships with local governments that benefit both parties.

Chuck Morris, Executive Director of Mission Serve, will speak about the MOUs that his nonprofit has with the cities of Chattanooga, TN; Huntington, WV; and Mobile, AL. That is in addition to the 20+ other city and local partners they have around the U.S.

WORKSHOP: Construction Workforce Development Cohort
This workshop is intended for participants of the ReFrame Construction Workforce Development Cohort that is being funded by the Appalachian Regional Commission (ARC). Email becca@reframeassociation.org if you'd like to attend and you aren't part of the cohort.

In this two-hour session, we'll look at the ARC POWER Initiative grant that can fund construction workforce development programs, and hear a case study of a program funded by this grant.

Scott McReynolds, Executive Director at Housing Development Alliance in Hazard, Kentucky will join us in-person, along with Shannon Gabbard, Program Director. Scott wrote the ARC grant that funded the launch of their Hope Building workforce development program. One hour will be about the ARC POWER Initiative grant and the other will be about their program model. We'll take a short break in the middle.

There will be an option to join via Zoom, and the workshop will be recorded. Becca Davis will be moderating the workshop and hosting the Zoom livestream. Those who are attending in-person are invited to stay afterward for a BBQ dinner (vegetarian option available) at the hotel with our cohort and the workshop presenters.

Break-Out Session #2: Diversity, Equity, and Inclusion in Home Repair Programs
The ReFrame Anti-Racism Community of Practice completed a Diversity, Equity, and Inclusion in the Workplace certificate from the University of South Florida in spring 2021. Cohort participants will summarize parts of the course and share how the principles can be applied to home repair programs. Our review may include emotional intelligence, stereotypes and biases, analyzing your organizations progress, shifting from awareness to action, recruitment & retention, community outreach, and building a sustainable business model.

Becca is going to talk about module 1 of the class - emotional intellegence. We'll watch a 6 minute segment of the course video. She'll also share Sierra Service Project's norm-setting presentation (contextualized for their staff alumni conversation but can apply to many spaces) and DEI survey, and another resource found online - the continuum of becoming an anti-racist multicultural organization.

Kim will talk about module 2 - stereotypes and biases, and how her organization has taken steps to becoming more anti-racist.

Eric will talk about modules 4 & 5 - shifting from awareness to action and recruitment & retention, as well as how his nonprofit is working towards DEI.

Break-Out Session #2: Strategic Planning for the Agile Nonprofit
Most nonprofit leaders understand the importance of strategic planning, but many fall short of attaining their goals because they lack the necessary suite of strategic planning disciplines. Goals can drive strategy execution but only when they align with the organization’s mission and present imperatives, account for functional areas and enable agile adaptation as circumstances change.

This session will introduce a step-by-step process for: 1) defining core principles, 2) analyzing SWOT (Strengths, Weaknesses, Opportunities, and Threats), 3) setting strategic objectives, 4) monitoring key performance indicators, and 5) establishing action plans. You will learn how and when to incorporate multiple stakeholder groups in the process to build consensus and acceptance of the plan.

Content marketing can help generate new supporters and be used to strengthen existing relationships. By using content to help answer your audience's questions, content helps position you as a resource with something to offer. This helps build trust and credibility with your audience. Whether you're looking to support donor, volunteer, or other stakeholder engagement, this session will provide:
  • a brief overview of how content marketing creates value for stakeholders
  • identifying opportunities for content development among your audience (even if you have limited resources)
  • examples from peers
  • tips for building content plans into your team work plan
  • how to deploy your content for maximum impact

Break-Out Session #3: Measuring Impact - The Economic Ripples of Home Repairs
Home repair services improve quality of live, preserve affordable housing inventory, and revitalize neighborhoods. Nonprofit organizations that offer owner-occupied home repairs see first-hand how lives are transformed by this work. We see the impacts on health, safety, and accessibility; and we passionately share those testimonials in hopes of inspiring more volunteers, donors, and community supporters. But how do we measure the broader impact our work has on a county or state?

In 2017, Habitat for Humanity South Carolina began conducting economic impact analyses to showcase that Habitat’s work extends far beyond individual households--impacting jobs and the economy. The reports describe the impact of organizational operations by tracking how money spent circulates through the local economy.

This session will share how Habitat South Carolina compiles data, conducts the analyses, and generates multi-level reports. In addition to the critical social and financial outcomes for the families served, we’ll discuss how our investments have a ripple effect that generates significant economic activity. Samples of local, regional, and state analyses will be provided. Nancy Lee, Executive Director of Habitat for Humanity South Carolina, will lead this session.

Break-Out Session #3: Secondary Trauma & Compassion Fatigue
Field staff, intake staff, and others in home repair nonprofits can experience secondary trauma and compassion fatigue. Sometimes called vicarious trauma, it is emotional duress experienced as a result of prolonged exposure to the details of other people's traumatic experiences.  

It is a natural but disruptive by-product of working with traumatized clients, and mirrors the symptoms of post-traumatic stress disorder. Many types of professionals such as human service workers and emergency workers are vulnerable to developing this type of stress, though only a subset of such workers experience it.

The symptoms of compassion fatigue may include feelings of isolation, anxiety, dissociation, physical ailments, and sleep disturbances. Additionally, compassion fatigue is associated with a sense of confusion, helplessness, and a greater sense of isolation from supporters than is seen with burnout. It is preventable and treatable, however, if unaddressed, the symptoms can result in problems with mental and physical health, strained personal relationships, and poor work performance.

Evidence of compassion fatigue can be difficult to recognize in oneself or even in others. Symptoms often include a combination of cognitive, behavioral, emotional, and physical features. They may also involve a spiritual component such as questioning meaning or loss of faith.

Kathy Riley from Presbyterian Disaster Assistance (PDA) will be leading this session virtually. She rose from the PDA volunteer ranks to be a national leader for emotional and spiritual care work. Check out her bio for more information.

The 3 finalists in each category produced a 2-minute video that will be shown at ReFrame Conference. Conference attendees will select the winners during this session.

Break-Out Session #4: Case Studies in Healthy Homes Outcomes
Hear from three organizations that each have different ways of measuring, calculating, and reporting on healthy homes outcomes for their repair programs.  Each presenter will speak for 20 minutes. This session will also be presented at the Housing Assistance Council (HAC)'s annual (virtual) conference in early December.
  • Don Taylor (Chesapeake Housing Mission) - In 2019, Chesapeake Housing Mission launched a study of the poverty-level clients it was helping on the lower four Eastern Shore of Maryland. The study involved measuring outcomes both before and after. Clients were asked about falls, ER visits, hospital admissions, and other select information to document their status before we completed home repairs. Six months after the repairs were completed, we asked the same questions. Falls were reduced from 136 to 6. We worked with our Hospital partner to gather actual hospital cost before and after. The dollar impact of the repairs is documented. In addition, working with Salisbury University, we were able to determine what % of the poverty level housing we had repaired.
  • Dan Eby (Mountain T.O.P.) - In partnering with the local health network council in Tennessee, Mountain T.O.P. receives referrals that address very real needs that affect people’s lives in multiple ways, these needs consist of physical, social, emotional, and spiritual needs that affect the homeowner as a whole. We complete all types of projects from building ramps, to replacing windows, to repairing a leaky roof has a much bigger impact than people understand just from volunteering for a weekend out of the year. We will share case studies of a couple of home repair projects that we completed and outcomes such as reduced energy bills and improved health. 
  • Russ Huxtable (Milford Housing Development Corporation) - Our organization is located in Delaware and has embarked on creating a more well rounded program of home repairs to include not only our current repair program, but also include energy efficiency and healthy homes. We have partners in our state, like all states, that have certain focus areas, whether it be strictly energy efficiency or health outcomes. It's about creating collaboration and connections to see how they can invest in an established delivery system and gain results for their interest to appease their stakeholders. It helps us gain capacity and do more for the client at one time instead of a more fragmented system that currently exists.

Break-Out Session #4: Faith-Based Volunteer Programming
There are many different ways of incorporating spiritual practices into the experience of volunteers at home repair nonprofits. In this session, you'll hear case studies from four different ReFrame members. They'll share about how their organizations invite volunteers into spiritual conversations and practices. We'll also talk about how to be sensitive to and inclusive of volunteers (and homeowners) with different beliefs. You'll hear about devotionals, God moments, spiritual sandwiches, evening gatherings, and more. While this session will mostly focus on faith-based programming for volunteers, we will also briefly touch upon ways to invite but not require homeowners to participate, and opportunities for welcoming staff with diverse backgrounds.

Many health risks are linked with existing housing conditions. Discovering the links is an important step, but finding the problem is only the first step. Positive change requires that we move from simply identifying deficiencies in the home to prescribing specific “fixes.” This webinar will help you find partners who fund and perform housing repairs in your area, especially targeted to low-income residents with limited resources.

By the end of this session, you will be able to:
  • Consider a new mindset when confronted with housing deficiencies
  • How to find local, state and Federal resources to assist with work write-ups and funding.

This session will be roundtable discussion to share best practices and lessons learned on conducting a home assessment and determining the scope of work to be done on the home.

Where do you start and stop? How far do you go? You could spend $30,000 on each home but you want your agency resources to empower as many people as possible to age in place. How do you describe the scope of work to the qualified homeowner who may want more? Are there times when the condition of the home is such that repairs, or modifications are not possible?

This session explores how to customize the scope of each project to meet the client’s individual needs. The ultimate goal is to do what it takes for the person to age in place safely at home with dignity.

In this session, ReFrame members will share about their experience with utilizing federal government funding and Federal Home Loan Bank fundings for home repair projects.

Bobby Eason with Blount County Habitat will talk about how to help clients apply for USDA 504 loans for low-income rural clients and grants for very-low-income rural adults. He'll also talk briefly about the Carol M. Peterson Housing Fund which is available from the Cincinnati Federal Home Loan Bank (FHLB) for nonprofits in KY, TN, and OH.

Lynette Farhart with Project Houseworks will talk about the FHLB Affordable Housing Program. By law, each FHLB must establish an Affordable Housing Program (AHP), and must contribute 10% of its earnings to its AHP.

Dan Sargent with Rebuilding Together of the Triangle will share about USDA 533 Home Preservation Grants - how to apply, what projects the grants can fund, tips, tricks, etc.

Becca Davis, Executive Director of ReFrame, will moderate the session and also share briefly about opportunities to access federal funding for home repairs for Veterans through the Specially Adapted Housing program. Veterans are eligible to receive up to $2,000 for home repairs related to non-service-connected disabilities and up to $6,800 for home repairs related to service-connected disabilities through the Home Improvements and Structural Alterations (HISA) grant, and can designate a nonprofit as the contractor.

We will be serving meals (breakfast and lunch on Thursday and breakfast on Friday) in the MeadowView Ballroom in order to allow everyone to spread out more while not masked. (We used to serve breakfast in the exhibit area in Cattails Foyer with tables in the back of the main meeting room, Cattails C & D). Chairs will be separated as far as possible in the room, and the number of chairs at each table will be limited.

Break-Out Session #6: Accompanying People in Poverty - Hearing the Voice of the Served One
Some words associated with poverty include uneducated, lazy, mental illness, homeless, hunger, dirty, fear, hardship, charity and violence. Abject is the lowest extreme imaginable and is associated with misery and humiliation. Therefore, abject poverty is the lowest, most hopeless form of poverty.

From a childhood of abject poverty to being one who can provide service as an adult, Nora will share insights into building relationships with those you serve. She is a gifted story teller who understands the realities of rural poverty. As Nora relates her own struggles growing up in Appalachia, she will help you understand the culture of poverty and how to accompany those struggling.

IMPORTANT NOTE: This session starts 20 minutes before the other Friday morning break-out sessions, due to our speakers' schedule.

Break-out Session #7: Best Practices in Stewardship of Volunteers
The finalists for the Best Practices in Home Repairs award will share how they provide exceptional hospitality and unique ways of interacting with volunteers/campers before, during and after their home repair service experience.

Megan Taylor will talk about how Sierra Service Project shifted the work of their weekly retired skilled volunteers. They used to repair tools and vehicles but now complete home repair projects, along with staff. This has rebuilt camaraderie and connection after being isolated during the beginning of the pandemic.

Stephanie Broersma will share how MCC SWAP prepares camp-model volunteers for working in another culture, and how they help them view service as relationship-building and an opportunity for mutual learning. She'll explain how a "Letter to Self" written by volunteers at the end of the week helps them to reflect and be more likely to return.

Bob Beggs will talk about how Good Works has virtually eliminated uncomfortable conversations regarding volunteers' comfort levels with physical distancing during the pandemic. In addition to explaining how the color coded wrist band system has made things easier, he'll share about the organizations other best practices for volunteer stewardship.

Break-Out Session #7: Mobile Home Repairs
In this session Adam Bean, Appalachia Service Project’s Home Repair Coordinator, will discuss ways in which their organization approaches mobile home repairs. The session will begin on non-invasive methods to improve the energy efficiency of aging mobile homes. Adam will talk about the "hug system" of sealing the envelope of a mobile home with blue foam and vinyl. The later portion of the session will focus on techniques and materials for repairing leaky mobile home roofs. Throughout the session participants will discuss ways to coach volunteers through mobile home projects, material and cost considerations, as well as cost savings for homeowners.

Break-Out Session #8: Service Partners: More Volunteers With Less Outreach
Steve Sherril, Chief Operating Officer for Golden Volunteer, will talk about how to get more volunteers with less outreach by building service partnerships. Most ReFrame members partner with churches, but this session will offer ideas for connecting with other service parners such as Greek organizations. He'll share about an organization he works with closely, the March of Dimes. It is easier to identify target populations for potential volunteers when you seek service partners.
